I also find visual representations and demonstrations to be vital in aiding non-English speakers, ESL students, and also individuals who has limited language and vocabulary skills; such as preschool age children and mentally handicapped children and adults. For example, the preschool summer camp I volunteered at this summer used visual aids for transitioning students into different activities. Sometimes just saying "it is time to switch to another activity (ie. bathroom, snacks, clean-up)" may not be effective enough for the students or the students may not understand the meaning of the word so the teacher have mini character cue cards of the activity the students will be transitioning into such as a picture of a toilet labeled as bathroom, a picture of a bike for bike riding, and a picture of eating utensils for snack time. When the children reach the location of their activity, each child would put their individual character cue card in the activity slot at the location. The character cue card provided vocabulary learning and visual learning for the students.

For language, fine motor, and art activity center at the preschool each child would have their own individual schedule as to which center to be in. Each child's schedule had a Velcro of a blue, green, red, and play square. Each center's table would be labeled with either red, blue, or green so when the teacher signify the action to switch center the child would pull their schedule out of the center's slot and go to the next color table. Each center have a envelope slot and Velcro so when the child arrive to their respective centers, the child will stick their colored squares from their individual schedule onto the Velcro card of the center. When the teacher signify the time to transition to another center again each child would pull out their schedule from the slot and repeat the process again. I find the visual schedule to be both a convenient and effective method for the child's transition process and teacher. The schedule provide a visual representation as to where the child should go, kind of like road map directions with only pictures. Sticking the color on the center's velcro slot provide the student's with reinforcement as to they have reached their destination. The schedule is also convenient for teachers because the schedule tells the child where to go without the teacher having to tell each child their center location for every center transition.

I encourage using visual aids for individuals who are struggling with learning new materials because auditory learning can only be stored into your short term memory when hearing something once. Visual learning such as drawing or looking at an image will aid in your long term learning process by adding a mental picture to what you hear or read.

I disagree with both comments that homeowners should not be responsible for educating our youth. The major misjudgment in the above rhetoric is: Who are we educating? When you pit "homeowners" or "taxpayers" versus educating our youth, then you create a separation: those are other people's children, they don't belong in our community. Let someone else pay for them. Fiscal responsibility is not just looking at the microcosm of one school district: If you look at the tax expenses as a whole at the local, state, and national level, there is no smarter investment in terms of REDUCING overall costs for public assistance, EMS, police, and fire then INCREASING literacy and educational attainment levels. This is actually true for all ages, not just youth, and certainly not just "homeowners" children. A tax levy and increased funding for education is the most fiscally responsible action we can take to invest in the future of Cleveland.

I agree that It seems incredibly fiscally irresponsible to have tax payers increase the amount of money they give to the school district that has failed to keeps its head above water financially in the past. To me this does represent a Bail out.
From the perspective of an Educator I don't know how we can even discuss the possibility of rating teachers as effective or ineffective when their class sizes are well over what is developmentally appropriate. There is a major inequality from school building to school building within the district that will cause certain neighborhood schools to be seen as ineffective, when the reality is that they are simply overwhelmed with 40+ students in each class. And if teachers are applying for transfers to different buildings could this mean that the district will create powerhouse schools by bringing all hIghly effective teachers to previously successful schools? The plan proposes many changes that will effect teacher evaluation, and the partnering with charter schools but makes zero suggestions based on what educators know are effective ways to improve education effectiveness. I totally agree that there need to be some district wide best practices put into place with some accountability that doesn't involve a standardized test!

In November 2012, Mayor Frank G. Jackson and several public officials, law makers community advocates are pushing for a Cleveland school levy on the November 2012 Ballot. The problem with this levy is three fold. First, it is clear and obvious that the way our schools are funded is unconstitutional. Home owners (alone) should not be responsible for educating Cleveland’s
young people. A fair amount of Cleveland home owners do not have school age children. To target a population suffering from economic turmoil is a travesty. It is unbelievable to expect anyone to take this levy seriously. Home owners are barely able to pay their mortgages and to financially bully them into a local school taxed mandate is not a fiscal responsible practice. To date, it has not been
explained why home owners should be responsible for a 16 million dollar deficit that was caused by poor risk management, meager leadership and pitiable oversight. To issue Cleveland Municipal School District a bailout is irresponsible. It’s not about the children while lay-offs are still occurring within the district. Simultaneously, CMSD recently hired a Chief Academic Officer with an annual
salary of $200,000. This is an apparent contradiction to the proposed financially strapped district and clearly exposes a need for best practices.

Secondly, risk management over haul is warranted. CMSD is a public entity. The District has performed poorly in this area. As such, the district has neglected to employ drill down methods to understand and publicly explain how spending spiraled aimlessly. The continue failure to manage and measure public funds should be internally investigated by an outside non political organization.
The institution of claw backs ranging from raises, bonuses and promotions should be examined and established. Those that operated under the concept of rational ignorance and incompetence should be engaged in disruptive transformation. The effects of educational hiccups will aid the transformation with slight interruption. This will command new leadership, executive and mid-
level management accountability, openness, compliance and transparency while assuring tax payers that real change is under way. Home owners need to know how the district will emerge
from fiscal malfeasance and what will preclude future losses and poor performance?

Lastly, Mayor’s Jackson’s appointed school board should perform as advocates for the Mayor, tax payers and the community. Tough questions must be driven for real solutions and results. The ppointed board must conduct themselves as fiduciary agents and Mayor Jackson must allow them to act as such. To do otherwise is a bully approach to continuous failure. A levy is not a determinate
factor for fixing our school district. Throwing good money after bad financial decisions, amount to insurmountable financial losses, and public deception. To deceive the public by edging law makers to pass an education transformation bill that will less likely benefit the children of Cleveland is shameful. It would have been plausible to introduce new and inviting human capital (who live in
the district) measures to talk about what really needs to be fixed before asking a targeted few for more money. It is a granted assumption that we will not produce smarter children with a levy passage, however we will see growth in political manipulation and a strong decline of public trust. Tax Payers merit a workable model. Home owners deserve risk management preventative measures – a risk management overhaul.
